This is Wolverine's half brother known only as Dawg (met in the miniseries Origin. Later used as the baseline for Wolverine's first solo movie). He has no abilities/completely normal and gained 3 scars on his face from when Logan first used his claws after Dawg killed his (as thought of as) father John Howlett.
