He-man's most famous enemy. I interpreted him as a sorcerer with a lot of knowledge about magic. Very dark magic. Magic that might require (human) sacrifices. He has various little skulls on his belt and carries a bigger skull for the more heavier spells. Rumours says the skull carries a fractured soul to boost Skeletor's magic... his red and green rings of power give him other magical powers. Skeletor's eyes seem like depthless soulless pits, devoid of emotion, and he will keep those eyes on the prize at all times. And while being a sorcerer he is also dressed for combat, something he doesn't mind doing when necessary.
I added some of the yellow and green colours in the face as dedication to the original vintage figure which had these colours in his face.
