Keeping with my trend of 80's Cap villains, here is Scourge of the Underworld. Another one I've had on my to do list for quite a while.
Torso is from an AIM Soldier, Ghost Rider arms, a G.I. Joes lower legs and a head and hat cast from Vortious Customs.
