I found the base figure for £1 at The Original Factory Shop and as I don't know who The Monitor is, I thought I'd try customizing.

First, I too off the cape and the armour so I had just a base figure. I then began making the leg pouches with some elastic bands I had lying around. The rest is pretty much sculpted using green stuff. After sculpting the wrist guards, mask and hoodie, I began painting the reds and blues, giving the whole figure a wash after. I then painted the smaller details such as the eyes and belt etc. Lastly, I made a quick web with some twisty ties.

This is my first custom I've done and constructive criticism is always welcome.
