Morgana was going to get a figure in the second wave of the Playmates Darkwing Duck line, but that wave was never released due to poor sales. The head is from a Daisy Duck PEZ dispenser with sculpey for the hair. The body is a mixture of sculpey and the Playmates Addams Family Morticia figure.
