Based on their appearance in the Star Wars: The Old Republic cinematic trailer where 50 of them assaulted the Jedi Temple. I used a G.I. Joe figure that has the Accelerator Suit on, and the head was a cast that I bought. Since the base figure was black to begin with the figure doesn't wear, and is pretty playable.
