Need help finding an old figure from my childhood

Hi, I'm trying to identify a figure I used to have when i was a kid. Bought it from the US around the year 20002 give or take a couple years. It was a blue+green dinosaur robot/cyborg, standing on clawed feet, with a clawed hand and a rocket hand. Also had a larger sized dino helmet that could go on top of its normal head. I think it might have been Mattel, but I can't confirm. Any help identifying the name of this figure would be much appreciated, thanks!
